Shards and Tickets were introduced for Tier 26 & above weapons. Shards are used to unlock particular weapons. Tickets are used to upgrade said weapons.
Shards
Shards are used to unlock particular Tier 26 & above weapons. Each weapon costs 1000 Shards to unlock.
There are also three lower-tiered weapons which require Shards: the Red Buck Rifle (T15), the Lone Star Pistol (T23) and the Dragon Breath Rifle (T23).
Each weapon has its own Shards to unlock it:

Tickets
Tickets are used to upgrade Tier 26 & above weapons + Red Buck Rifle (T15) and the Lone Star Pistol (T23). They are split into the following three categories:

Shards and Tickets in-game
When you enter the Arsenal, you'll notice the Shards appearing on the top bar alongside your Diamonds and Battle Tokens. If you haven't acquired the selected weapon yet, the corresponding Shard will also be displayed on the “Buy it now” button. After obtaining the weapon, the corresponding Tickets will appear on the top bar and on the Upgrade button.
